Hell, they'd have no idea that there's even another surface TO THEIR OWN PLANET, what to speak of other planets! This notion resolves the Fermi Paradox - there are possibly many civilisations throughout the universe, it's just that these civilisations exist on the inner surfaces of planets and many (if not most) of these civilisations do not ever develop technology that enables these civilisations to become spacefaring civilisations because they have no conception of space beyond their world.
