I'd say the pyramids are more complex, they are much larger and with chambers. The ziggurats are smaller structures with a mud brick core. The Egyptians had a larger and more complex civilization and built on the achievements of the Babylonians, as did the Greeks to Egypt and the Romans to Greece. The Mesopotamians domesticated grain and invented the first sedentary civilizations as city-states with these ziggurats.
The ziggurat was built with a mud brick core and a baked brick exterior. So they simply made a bunch of bricks and laid them. The White Temple in Uruk was built on the Anu Ziggurat, where human writing was invented. Mesopotamian civilization is the predecessor to Egyptian civilization, one inspired the other, which was carried into Greco-Roman civilization or what we call Western Civilization.
