sure if some general at some military base somewhere devises a strategy to use cannon fodder to swarm it with skii jets to (use your imagination) then it'd be a very viable strategy
but the reason why such huge cannonfodder strategies are used in wh40k is because there are a fuckgajillion of expendable units to spare
therefore, it should be VERY common to find low tier units skirmishing all over warsword conquest and it should be rare to encounter an elite tier unit and even rarer to see a gigantic behemoth death weapon stomping the battlefield
