The issue with this being that they're too cramped. By allowing them to spread out, you could have actual discussions, even if they might be a somewhat slow. And as you can see from the /v/ and occasional /g/ threads, the containment already doesn't work.
There's been some attempts to spread into the rest of /jp/ too, but they're deleted pretty quickly. I'm sure the mods know about these and the leakage into other boards. So, if there's a want for them as there clearly is, I don't see why they continue like this.
