it's not only beef, the shittiest meat animal on the planet, it's that stuff like OP is the shittiest cut of beef possible. Hence why it needs to be cooked to hell and back to not be like a shoe sole.
I don't know about the rest of europe, but here i guess people just didn't want to bother - hence such meat was frequently just cut up into cubes and put into stews and soups or just good ol mincing. Doesn't help that the local native cattle is small, rugged as hell and generally just too damn hard.
In America the inventors of such things probably just didn't have other meat at some point and figured it out how to make it better
