When a dog barks they are alerting their pack (owners or other dogs) and giving the intruder a fair warning. With a wandering dog there is not really much you can do short of calling your local dog pound for them to pick the animal up. The dog will be taken to a shelter and the owner will be required to pay a fee for the dog's release.
