If you goto the charactors screen outside of the chat where it shows everyone there is an option that says share this link and you can post it online for others to read and stuff. I dont know if it lets you talk to them but it does let you read them I think. Ive never tried it out as I never got a link from somewhere though I know people post them in the offical perchance discord or so I read on the reddit for perchane. I am not in the discord so I cant say what it offers.
