Busting one's ass is not a default mode of human functioning, it's an extreme one, gone into when person expects to gain something from it. However, after getting turned into an example by receiving nothing of value instead, he may just discourage others going this way.
Japan, once an economic powerhouse, is currently in deep shit economy wise, and it keeps getting worse and worse. People want to work so little they had special word for it before internet culture was a thing, and many of those who do work, don't even seem to give a fuck. Such is the power of an example.
