Calling something communist doesn't mean anything if it isn't actually communist just as America labels itself many positive things and many of those things it clearly is not.
The China's were full on commies in the past but that was long ago.
I'd label their modern political and economic system more as being Nationalist and Socialist or National Socialism.
And yes they have a centralized top down system but that's not really different from the West outside of the power being centralized in the Government as opposed to corporations, banks and various other groups in the selfish malfunctioning clusterfuck that is the Western power class.
