He probably had to pause while thinking of or looking up the next letter to write because he wasn't familiar with the script.
There are many shorthand writing systems that competed for popularity in multiple countries from the past 200 years and which have fallen into obsolescence. They aren't always 1-to-1 with English letters; you'll often see symbols for entire words or for common endings of words. They can be very complex.

This doesn't look like either, but I have a feeling the writer was being deliberately cryptic here, probably making a cypher that might even mix multiple writing systems together.
