Reather than just loop that story back into the game's actual world like Undertale did, they essentially left the game unresolved with the meta gimmick front and center. Like "LOL gaym is acktchually POSSSED by code DEMON" was far more upfront than "Furfag shotagoat and bone man abuses mechanics of the world he is inherently a part of," and far more unworkable in grounding the game more solidly in "real life" in the meta.
DDLC was clearly influenced by Undertale's meta gimmick, but it just ran on that single gimmick unlike the other few Toby had up his sleeve. And post-Undertale, the gimmick wasn't as shocking or new.
