Why doesn't the moon create a mountain of water on one side of the earth that the earth rotates into?

From where I'm sitting it seems to be insanity that more gravity results in more water while also being equally true that less gravity results in more water too. Surely the moon drawing water towards it and rotating around the earth once a month would create a bulge of water the earth rotates into instead right?
Kinda funny to think that the water would also be dragged in the opposite direction the earth rotates in order to go back to the moon and yet all that water moving doesn't slow us down at all. Every day is 24 hours like clockwork.
