Pic rel shows that Enlil could not stop the flood. he was not the cause of the flood. Enlil is not "GOD". none of the Anu, Elohim, or Igigi were God or gods. That is a label humans gave them and it is inaccurate.
The Anu did not claim to be The God either.

It is the Igigi who ran away with the reigns of power, doing all manner of whatever they wanted without regard for humanity's wellbeing.
The sons and daughters of Anu (Niburian kings & queens) however, combatted the Igigi and taught man how to survive and live civilized. They and their descendants/emissaries were the "Wise Arya"
Enlil eventually realized the error of his ways and forgave Enki, however all the others vying for power created the various sects we now know today who remain in bitter hatred, even though nobody remembers why.
