The point is that when non-fictional story is set irl we tend to expect certain things like realism(no flying cars and stuff). So here it works the same way only in a setting. The world is created for a story and story comes out of the circumstances created earlier.

I mean... You did reinforce some of my opinions. It's clear that story shouldn't be too complicated from the get go but throwing reader in middle of things is nice too. Malazan book of the Fallen does that rather nicely by giving rather simple main story but giving tones of context material.
