This was maybe '05-'06. I had an old friend in the Navy that was stationed in Japan, and he kept telling about /b/ and "memes". First time I went there, it was on an old, shitty clam-shell flip-phone browser, and it showed no images, just text and placeholders. I had to just read text to get entertainment out of it, which was silly as fuck for an imageboard site.
