Your confusion probably comes from the fact that the name/concept is similar to the Canaanite goddess Asherah (probably inspired by Ishtar/imported to some extent by oral tradition) who was being worshipped alongside Baal and Yahweh during Ahab's reign.
While they almost certainly were sacrificing children to Asherah in Canaan I don't think there is any evidence such things were being done for Ishtar back in ancient Sumeria and Ishtar is unrelated.
