If they keep thinking about it then the chances of them doing it when they come across a considerable hardship are high. And so the person's thoughts do say something about his potential actions. In a similar vein, if somebody keeps thinking about how they'd love to take part in the lewdest orgies, chances are that they would gladly accept an offer and thus act on it too. I'd also go as far as to say that many people would kill another if they were guaranteed to get away with it. Shame is what is stopping most of the former and laws are what is stopping most of the latter.
