You can take other pics (e.g. old memes or normie content) and
1. import them into inkscape as the bottom layer,
2. then trace the outlines using the Bezier tool (press "B") or Freehand tool (press "P") on a different layer to manually "convert" them into vector images
3. while making liberal use of the Simplify function ("Ctrl-L") to smooth it out into globohomo art versions
-Then just mess around with layers, colors, and transparency across your vector objects to get the full homo look
