But there are still smaller and fairly active ones that have been around for a long time, they haven't gotten to that point of getting so big and crashing under their own weight still.

Even this board in it's state, while it might be okay, is thought of as a withered version of what it was before, and it'll likely only get worse as it goes on. Maybe after long enough, you'll come back and here and get the same feel yourself that it's just not the same anymore. It'll definitely be the case if it gets faster. Getting too big tends to be the end of many things.
Anyway, again, there are still ones that have been around for a really long time and are quality still, haven't gotten too big for their own good. Check out tohno. On the slow side, but pretty nice.

I'd write on about that as well, but too tired now, getting lazy. Basically, not really the case, but it is true that anybody can make their own board whenever. It's just that the chances of it gaining traction fast are really low, it happens over time, and most of the with already established communities.
