However, the UK never allowed Japan to rule Manchuria directly. Instead, Japan managed the Manchurian railway, while the UK took an interest in Manchuria in return for their investment in Japan.
Managing the railway was difficult due to attacks by Chinese terrorists backed by the USA.
Next, Russia began moving south, and Koreans started selling national rights to Russia, creating a significant risk for both the UK and Japan. Russia aimed to port in Busan and Wonsan.
Japan fought Russia as a proxy for the UK and the USA in the Russo-Japanese War and won but could not claim war reparations and became impoverished.
