if you take a piece of paper with a hole in it and pass an object through, either both entrance/exit are stationary and the object moves through at a constant speed or the entrance/exit are both moving simultaneously thus there is no velocity transfer and the object remains stationary as it passes unaffected through a moving entrance/exit
