For one, it had a highly virtuous and honest population, gold backed money, free market, etc. The NCR's closest real world analogue is the modern United States. The money supply is debased, the highest virtue is consumption, and the government is highly corrupt and is glaringly nepotistic towards megacorps (brahmin barons, crimson caravan, gun runners, etc). If you think the modern United States is stable and prosperous long term you're a fool.
