Something analogous to the internet within the cities would be heavily censored, and far less people would be using it. Considering most computer networking would be isolated to areas where computers can still function, and no signals could be sent between these isolated pockets. Perhaps if a few cities were to connect their networks they could govern larger areas of land because of the instant communication but they would either need to be very lucky to not have very much chaotic interference between them, very rich and powerfull to offord boosting the signal enough to drown out the interference, or extremely advanced technologically and magically to protect the signals medium from being interfered with.
