Letty was effectively slotted in as a finalist two weeks out and you could Sam outright told Vance and Josie they had to eliminate the other because it just outright wasn't going to be a Vance and Josie finale under any circumstance. Tay largely was slotted in after Frank left and her zeroing out TJ basically solidified her berth as a finalist. It was going to be a TJ or Shinji versus Tay finale, most likely TJ since he was Jet's favored, but Sam coming back at the last minute from his comedy tour and forcing the three way sabotaged the final week which likely would have been a repeat where it was made clear to TJ and Shinji that they had to earn a position against Tay and there would have been an elimination between TJ and Shinji like there was between Vance and Josie with the walking challenge.
The whole show is rigged and tampered with but you can see the threads Jet was working with because he didn't really bother concealing it, he really did want some "Hero vs Villain" ending for the episodic format of the show and TJ being a native English speaker and gassing himself up as the hero works perfectly towards that end.
