The blue cross is a color code about which kind of grease to use for the upkeep (blue = below zero C° grease, meaning it was made for the Barbarossa operation).
At first it wasn't designed to be a sniper scope actually, one was given to the best sharpshooter of each unit. In truth, Wehrmacht snipers almost exclusively were using russian scopes looted on dead snipers because the german ones were so bad.
Mine is a bit special (to me) tho, n°565(/100 000), super early produced one!
