All modern day white people of european descent are an almost even split between 3 different mesolithic people groups. The ones that had light skin and blonde hair had brown eyes, and the ones with blue eyes had swarthy skin. So you can theoretically get anyone born on the european continent with any mixture of blonde, brown, or black hair, and blue, green, hazel, or brown eyes, and not be any more or less "white".
The reason South and Eastern Europe are less white is because they are more influenced by recent outside invaders such as the Mongols and Huns in Slavic areas. And Moors and Turks in the case for Mediterraneans.
There isn't a single country west of the Elbe, or north of the Loire river that has any more or less non-white DNA than the other. Irish aren't whiter than Danes, and Danes aren't whiter than northern Frenchman etc etc.
If you're from the green area in Europe, you're pretty much guaranteed to have basically untouched white DNA.
