However the Indian territory has one sovereign government running it using 1 of the ~18 officially spoken languages and ~18 corresponding cultures.

The Indian union is too diverse for it to be one nation.

Most likely the stereotype of India inside your head is probably just one of the many stereotypes there are in India.

Until very recently India was many different countries.
Even the largest empires did not dare to manage a region as large as Indian government is trying to manage today.
Indians really want to manage everything from borders of Iran until islands of West Indonesia.
