For example, pic related is a painting by Manet. The nudity of the girl is not controversial, yet this painting created a massive backlash and uproar. Why? Because the girl portrayed is a prostitute and her gaze is not demure enough. This painting was seen as scandalous because it went against the objective virtues of the time. So anime art, putting aside the difference of medium and technique, could be judged in a pre-Modern framework by the subject portrayed. If the girl is pure, virginal and beautiful, then illustrating her sexual appeal is not wrong or degenerate.

Japan has no problem acknowledging and depicting youthful beauty, whereas the West, and specifically America, is very preoccupied with rejecting that beauty entirely even as its women are arguably the most preoccupied with looking younger. It's a strange phenomenon, I should analyze it in depth sometime.
