The average 4 person household would not be starving on this by any stretch and if they were they could go find some oddjobs to do. They're probably spending far more than 30 dollars a month on cigarettes anyway though. Social programs should give work to those who need it, not give food to people who don't work in good faith that they're not gaming the system.
