my home city is filled with ancient houses in pretty bad conditions, because government forbids you from rebuilding it - considered a cultural heritage building. You CAN renovate it, but only in the way it was built and it'd cost a hell of a lot more. Govt doesn't even help you out with money so it's basicly a stalemate - e.g. these buildings are slowly rotting away. otherwise it's a pretty nice city
