Everyone desires to see their children prosper, maybe if the economy was fixed and they could be set up to have good job potentials, and have a childhood where they're not brought up with parents going paycheck to paycheck, THEN people will have kids.

The best we have, working 2 jobs overtime, both parents setting them up for the best life they may possibly ever live, it's still not going to hold a candle to how good we know things (should) be! When the economy can support
1) Single paycheck households
2) Buying a home
3) A market with actual JOBS that the kid can one day be employed in
THEN and ONLY THEN, people will have kids!
