"voice to skull" exists and has already been used in the gulf war, projecting sentences like "LAY DOWN YOUR GODS ! THIS IS ALLAH!" into enemies heads to great effect.
this is not a conspiracy theory but acknowledged fact.
since the sounds cannot be located by the individual, the target has no other explanation for the phenomenon than to believe that a higher entity is communicating with him/her. since the effect relies on several waves intersecting/overlaying, the voices can only be heard by the target and not even by people in the line of some of the waves.
if commanding the individual via voices doesn't work, they can simply induce sounds so loud and powerful directly into your brain that you will go insane and will want to commit suicide. i hope i don't even have to tell you that this kind of psychological warfare is capable of breaking everyone. and i mean everyone.
