These people are selfish pricks, they don't take the needs and wants of their pets into consideration. If you have a breed that likes to run, hunt, kill stuff, don't put him in a cramped living space with smaller animals.
If you live on a barn, it's fine. Cat can stay indoors, dog can run around outside. Just don't get a dog from an active breed if you live in a small apartment.
