Here's a well-constructed hospital amongst the rubble of wooden structures from a tornado. Despite the hospital still standing, the structural damage is often too severe to repair, which required it to be demolished and rebuilt.
So wood is used for homes since they'd be replaced anyways. Saves money. I think underground shelters/bunkers are becoming more popular in particularly prone regions, so at least the occupants' safety is guaranteed.
