The only reason why most wanted says that is because spic is an "ethnicity" not a "race" (since spic-black half-breed spawn are considered spic, the same is true of white-spic spawn) the gov't doesn't operate that way for any other combination of the lesser subhuman mixes, I don't know why the fed gov't operates the census that way but they do, and this is the result.
