G: "hey"
M: "How are you doing"

At this point if she is smiling and making eye contact than she wants you to keep going, find something mundane to mention like the weather, the location you and her are at, compliment something about her. After talking to her for a few minutes ask for her number or ask her if she wants to grab coffee.
It's literally that easy. If she says no than wish her a nice day and be on your way, there is no drawback to being turned down other than a brief moment of embarrassment which in retrospect is nothing.
The more you do this the better you get at being able to tell beforehand who will say yes.
