So the way I think these UFO's work is they have spinning shit that keeps them upright. A pic I saw had 3 balls on the bottom and my theory is that they spin mad fast so that the rotational inertia keeps it stationary so that it doesn't flip over. It would use propulsion to get higher up and shit, but this is probably how they stay stationary in the air.
Now if the gov't wanted to slowly "invent" these, they would need something to push this science onto the populations so that they could more easily understand this.
