You become born again the moment you believe the gospel: that Christ died for all your sins according to the Scriptures, was buried and rose again on the 3rd Day according to the Scriptures for your justification. (1st Corinthians 15:1-4, Romans 4:25) Salvation is 100% about what Jesus did FOR US and not about our own works or what we can do for him. Jesus doesn't need our help. And in fact, we can't help. Sin requires a blood sacrifice, but our blood is tainted by sin. Only the blood of the Lamb can cleanse us of all sin.

In Matthew 7:23, Jesus is referring to people that claim to be Christian, but never were because they never believed the gospel, never trusting in Jesus Christ as Savior, but instead trusted in their own WORKS. Jesus NEVER knew them because they were never born again.
