Let me build the case, you can decide for yourself.
The first question we must answer: "Who were the neocons?"
This was basically a group of communist jewish intellectuals who became highly concerned with the fate of Israel. So they made something of a Devil's bargain with the Republican party: We will give you financial, intellectual, and media support, in return you will do our bidding overseas.
Under the auspice of the neocons the Republicans became the "war party", pursuing aggressive interventions overseas. All throughout the 90's the neocons created various institutes, think tanks, and lobby groups to promote middle eastern wars. By the late 90's, the neocon think tank PNAC had drawn up invasion plans for every single middle eastern country, and were lobbying for war. In 1998 they published the infamous "Clean Break Memo" which called for a Pearl-Harbor style attack to force Americans into war.
Bush got elected in 2000, and filled the government with these people. They were embedded all throughout the defense department and the pentagon. They created "The Office of Special Plans", a secret illegal office in the Pentagon with a direct line to the White House. This was run by Paul Wolfowitz and Douglas Feith. Wolfowitz had been previously investigated for spying on behalf of Israel, and Feith had written papers in the 90's talking about how taking out Saddam Hussein was an important strategic objective for Israel.
9 months after Bush gets into office, suddenly there is a major terrorist attack that gives the neocons the excuse for all the wars they ever dreamed of. Quite....fortuitous to say the least. But was it really a coincidence? Could these attacks really have been pulled off without some assistance from inside the intelligence establishment?
