Both leave your hair in a very brittle and dried out state. Toner actually smells like your hair has been burning and there are some techniques you use to keep that crap off your scalp, which can actually cause you to go bald. Normal shampoo and conditioner will suck the dye out of your hair, which is why there's special products that you need to buy, which are more expensive, but hey, you want blue hair? You gotta pay the price.
