>>6512516You could form clouds theoretically by either spraying particles in areas where clouds are already forming, speeding up the effect, or spraying mass amounts of water in particularly cold areas of the sky. The latter is basically what the trails at the end of commercial jet planes are, so imagine the same on a larger scale. It would be difficult though, because a cloud is surprisingly heavy when you add up all the water that makes it.
Oh and I just thought of a more radical, but cheaper solution: nukes. Just blow up a load of nukes in an area, and form a large dust cloud that cools down the ground underneath. Not very practical, of course, but still a solution nonetheless if you're really desperate for some shade.
