I suppose the average temperature would rise due to there being less water to heat up and more stuff living in and heating it up, so there'd be worse weather (more hurricanes and rain) because of all the resulting evaporation
And if the water levels went down via some kind of initial evaporation then the ambient temperature of Earth would already have to be considerably warmer, so even even worse (although warmer) weather and possibly our crops might be fugged by that (or maybe made better like a green house), idk how much hotter it would actually have to be lole
On the bright and also cute side, there would be way more rainbows because of all the rain and sunshine that presumably heated the earth in the first place
