Communism is defined as a stateless, classless society where the working class controls the means of production, and the USSR met none of those criteria. The general idea behind the USSR was that Russia wasn't ready for communism and they needed a system controlled by the state in order to create the proper conditions for it and resist capitalist imperialism in the meantime.
Anarchist-communists feel that defeats the entire fucking point and want to go directly to a legit communist society. There's also democratic socialists who hope to achieve communism through gradual democratic reform.
