thats basically saying that European phenotypes are recessive, meaning the non-European has a higher chance of passing on their characteristics to the child rather than the European parent passing on their characteristics. Eg. if a blond hair/blue eyed man impregnates a black haired/brown eyed Gook, the child is more likely to be black haired/brown eyed.
