clearly not, people pick up skills throughout their lives and when in education that they simply don't end up using in their career (what pays)
again, if those people are capable why don't their start their own practice
why don't they go work in another nation
clearly they're either not nearly as capable or they're just looking for excuses
either way, even if that were a problem, drugs are not the solution
