The economy picked up due to the dot com boom and there seemed to be an optimism to the future, and people looked forward to what it would bring. PC culture was pushed a bit by small groups of concerned mom's and tipper Gore, but was nearly non existent towards the end of the 90s when things like south park were pushing boundaries and gaining popularity.
The news wasn't constantly spewing hate and propaganda and fear. No one worried about terrorist attacks here or in europe. Immigration was low and the immigrants that did come legally were usually good and made the effort to assimilate and work and contribute to society. Kids played outside by themselves unsupervised for hours. You didn't have a cell you just went home when the street lights came on. Internet was new enough that only westerners and high class Asian nations used it. It wasn't accessible by everyone like today. There was no supervision online you were truly anonymous if you wanted to be. Aol, mirc, msn messenger, Yahoo messenger, icq were the Social interfacing programs most used. Dial up was still slow and took up the phone line so you weren't constantly ties to your computer 24/7.
People actually socialized, hung out, drive around, go for coffee, movies etc. Face to face human connection it was good.
