Now while he could be running it all on a VM on a server he rents from another country with his own homebuilt VPN and proxy he would have to go to some incredible if not impossible lengths to spoof is MAC since he doesn't own the hardware.
In every instance where you can successfully evade the proxy detection and change your public IP the hardware is very unlikely to be within the end users hands. The addressing is handled by the admins (guys like me) to ensure there's no mixup in things like the DNS and DHCP. A spoofed MAC will cause problems that the tech team doesn't want yall having the access to.

He pays for a service and that means you can ban the hardware it's running on.
