4chan has always been banned in Turkey, but they made it harder to go around the ban.
People were able to go around it by using DNS but dns doesn't cut it anymore.
And if you use VPN then you can enter the site but 4chan that doesn't allow you to post.
Tl;dr The reason you don't see Turks is because they can't post. It's pretty hard to find a way to post at this point.
