That region was in need of a charismatic leader at the beginning of the 19th century, someone who could have swayed the population to support a policy of fortifying their position in a mineral-rich area between the declining Napoleonic Empire, and ascending Prussia. This could also set precedent for a unity between them and the heavily fortified Luxembourg too.
I decided to remove the entire COA. Pity, I spent absolutely ages making it haha.
