If there was a way to energize sand like we do with water power plants then we could. It doesn't burn well, it doesn't move and it generally doesn't conduct much heat. Sure it gets hot but not nearly hot enough to power anything. The current use for sand is making glass and in fact there's a whole sand black market because we're running out of clean sand to use for glass (look it up). Now if we could modify a wind turbine to use the sand to help propel it in the sahara desert then we could possibly use it to create small amounts of power but again it goes back to the whole solar panels thing of service, loss of current and equipment failure.
Another option would be to pump it like water through a turbine but this would cause too many problems as the sand would get into all the equipment and cause it to malfunction making it a nightmare.
